ETHICAL COMMITTEE
The IECEU Ethical Committee(EC) consists of five members. To ensure balanced assessments, three members of the EC are not affiliated to the IECEU-project. The EC members hold a solid expertise on various fields relevant to the project, including: research ethics, personal data protection, protection of civilians and Human Rights.
In line with the IECEU Grant Agreement, the EC will:
- review, assess and approve on-going project procedures and deliverables (Assessments of Ethical Board will be made available and distributed to project participants)
- review and revise the IECEU ethical guidelines and WP implementation instructions in a close cooperation with the Project Coordinator
- ensure that the ethical standards and guidelines of the Horizon2020 will be implemented throughout the project (regardless of the location)
- review and approve the IECEU Case Study Reports (ensuring that an assessment of the legal, ethical and societal aspects of the project has been conducted)
- ensure that the project outcomes will meet the defined IECEU ethical standards
- ensure that gender issues are taken into account in the course of the research
- enhance the validity the project results through solid ethical consideration which in turn will improve the dissemination and applicability of the project results.

Serves as a Key Expert in Personal Data Protection for the project: “Continuing support to strengthening capacities for personal data protection” and as a Legal Counsel (University of Information Science and Technology Ohrid).
She is a PhD candidate in International Relations (University of Belgrade) and holds MA in International Law (Ss. Cyril and Methodius University Skopje).
Ms Pendaroska is engaged in personal data protection at various expert positions in diverse EU projects. She has six years’ experience as a teaching assistant at the Faculty of Law. Ms Pendaroska is the President of the “Cyber security, Corporate security and Crisis Management initiative-C3I Macedonia”, as well as member of “Marshall Center Macedonia” and the “Atlantic Treaty Association-Macedonia”.
She has published a vast number of analysis and articles dedicated to personal data protection, security threats and Euro-Atlantic integration.
Ms Pendaroska has been invited as a keynote speaker and lecturer to several international conferences dealing with personal data protection and security issues.
Ms Tarja Seppä
Works as a senior lecturer at the University of Tampere, School of Management, Degree Program of International Politics and Peace Research. Her teaching spans over a variety of subjects related to international relations and peace research including i.e. the UN, Human Rights, human security and security issues, conflict resolution and conflict prevention, protection of civilians and in particular on responsibility to protect. She has published articles on, i.e. “Humanising security: Responsibility to Protect” (2011); “Responsibility to protect, protection of civilians and the solidarity of international society” (2013); “From reactive culture to a culture of conflict prevention” (2014) and “Evaluation of the National Action Plan on Fundamental and Human rights 2012–2013”(2014) together with Jukka Viljanen, Pauli Rautiainen and Heta Heiskanen (Ministry of Justice, Finland).
Mr Unto Vesa
Is an emeritus research fellow at the Tampere Peace Research Institute (TAPRI), University of Tampere. He holds MA from the University of Helsinki in 1967 and he has worked as a teacher and research fellow at the University of Tampere and TAPRI ever since. Mr Vesa has solid background in international relations studies and peace research, including development issues, peacekeeping and crisis management. He has served as the President of the European Peace Research Association in 2000-2004 and of the Finnish Peace Research Association for several terms. Mr Vesa has participated four times in the UN General Assembly sessions as a member of the Finnish delegation. Mr Vesa has worked for a number of evaluation missions commissioned by the Finnish Foreign Ministry and the UNDP. He has served as managing editor.
Ms Kirsi Hyttinen
Is the Project Coordinator of (IECEU)/Senior manager at Laurea University of Applied Sciences. She has a strong background with project management as well as on design and implementation of different adult and higher education training programes in the field of civilian crisis management and conflict prevention. Ms Hyttinen has been responsible for ethical parts, dissemination activities and R&D in various projects. Ms Hyttinen has participated in organizing civilian crisis management courses, Hostile Environment Awareness Training (HEAT) and UN/NATO/IHP led humanitarian/civil protection large-scale exercises. She is a PhD Candidate (ICT - cognitive sciences) and holds a Master’s Degree in Education. In IECEU Ethical Committee, her role is to ensure the cooperation between project and board members.
Mr Markko Kallonen
Holds PhD from the University of Bologna, Italy; European Master's Degree in Human Rights and Democratisation (E.MA) and Master's Degree in History from the University of Jyväskylä (Finland). He has working experience from civilian crisis management operations from European Union Monitoring Mission to Georgia (2010-2013) and more recently at the OSCE Special Monitoring Mission to Ukraine (in 2015). Mr Kallonen has delivered training in various crisis management related courses in Finland and worked as a researcher at the EURAC Research institute located in Bolzano, Italy, focusing on themes dealing with national minorities and autonomy arrangements.
